Well...would be fair to say it’s the other way around. Levin is a full member of PG band since it's inception taking part in all their studio albums and shows. Robert Fripp had played in the first two PG albums. When he knew Tony Levin was available, he ran out to find him.

In Daniel Lanois' interview with Beato he explains also how they made that sound using compression and gate from the desk at "11". Everyone that has worked with Tony Levin says he just needs to hear a song once and he's got it mapped out in his head and just comes out with the greatest parts, just like that, sitting on a chair. lol
