I think part of the thing with Dr. West's name is that the people translating it probably realized the game did a lot of parodies of horror. Dr. West is a well known horror icon from HP Lovecraft, originally published in a magazine as a running series, it chronicle's the young man's life as he attempts to bring the dead back to life. It was also made in to several horror films as well. So it would make sense for them to change the name to Dr. West for the US release.
It's actually a lot weirder than that. In Splatterhouse 1 Japanese, there was no Dr. West, he was an invention of Splatterhouse 1 English. Then Splatterhouse 2 Japanese decided to go ahead and make Dr. West canon. Splatterhouse 2 English didn't want to reuse Dr. West, so they replaced all instances of Dr. West to his colleague Dr. Mueller
Also, in Mortal Kombat, you're people potentially killing other people. Rick never really kills other people; just demons and monsters. As gore-riddled as the game may be, it could potentially play a factor?
Only SH1 had an arcade release and from what I heard was somewhat controversial. SH2/3 were genesis only. MK1/2/3 cabs were at Wal-Marts and Chuck E Cheeses.

My family and I loved Splatterhouse 2 & 3, we would rent both of them constantly spending the weekend trying to beat them. We are a house of horror movie fans though.
