Citizen and Community Security - Catherine Lena Kelly

Dr. Cat Kelly gives an overview of the shift in emphasis in African security since independence: from territorial security, to regime security, to human security. A key part of human security is citizen security, which emphasizes protecting civil, political, and human rights, crime prevention, and quality of life. She gives examples of taking citizen- and community-based approaches to dealing with security challenges in Africa.
