Resident Evil 4: Chief Mendez Scrapped File Explained

Resident Evil 4's in-game files and lore have taught us a lot about its villains. Not all of the files written during its conception, though, made it into the finished product. One scrapped file resembles one of the final release's files quite closely, but differs from it in a couple interesting ways. The file in question is the final one written by the village chief Bitores Mendez before you encounter his plaga-infested form. Let us analyze (what seems to be) the scrapped version of it together!
