India's External Affairs Minister Dr S Jaishankar on Tuesday said that while there has been ups and downs in relationships between all countries, the only constant in global politics has been the ties between India and Russia.

Russia sees India in the same light as the US sees Pakistan, yes we are now bigger than them, hence they bet for the future then, as compared to the US who didn't need a future friend, but was more so invested in current gains during the cold war.
If you put India against China for Russia, you know Russia will pick China. Unless we grow substantially economically and also increase our influence a lot.
Thus best friends, emotional ways are all naive concepts in politics. Yes there should be values in relationship, which the USA has lacked since Kissinger but the values has some limitations and limits as well within which they are practiced.
We never abandoned Russia because we know USA isn't reliable and we haven't gone along well with China. If India and China were good friends, Russia would have been put on the back burner. It's similar to what Russia would do if it had to pick between China and India.

US is a good friend but this friendship is provisional and comes with many difficult conditions. France and Russia are the only all weather friends and in our existing security environments we need their help till such time we are self sufficient in defence production.

The question regarding the Russian language teachings in India is purely matter of market requirement of Indians that seeks to travel to Russia,

Thirdly we have seen the Brain Drain policies that prohibited people to have dual nationality by previous governments, Now this issue needs to be addressed ASAP to give opportunities to indian origin individuals to obtain dual nationality specially for the ones that will invest in job opportunities, But I would suggest this should be offered to all that clear security concerns.
Not offering dual citizenship to right candidates has been a big loss for India in foreign investments from Indian origin small businessman and businesswoman. .
