Would there be a way or is it allowed to knock out a wall or something to combine 2 of the apartments or all 3? just curious. If i was going to buy all 3 thatd be something id be interested in doing. Just not sure of the 3 apartment layout or regulations for old town.
The 3 apartments are stacked on top of each other. Although there are rules about the external look of the properties in UNESCO protected Kotor Old Town, there are little to no requirements for the internal space, unless to protect extraordinary elements such as original murals, for example.

It depends on where you want to build. Access to your plot (whether difficult to access or a long distance from the suppliers, builder), and which town, typically, building in Kotor or Tivat is more expensive. I’ve heard of and seen building at €350m2 and it’s really terrible. Low quality build could be £500-600m2 good build quality around €800m2, luxury €1000-1200m2 and deluxe from €1400m2. The variation on build costs is usually down to quality of finishes/materials. Note that some raw material prices such as wood and steel have skyrocketed recently, so the above prices may be vastly changed. If you have a project from an architect you should also have a Bill of Quantities (BoQ). The better the boq with more detail for material specification, the more accurate the estimate. With the boq you can then go to a reputable builder and talk about costs/quality.

Poor old Kotor will go the same as Dubrovnik, all rentals and no locals. It will kill the atmosphere.
