Or do you have to start attack as soon as event starts at 11am est

Absolutely, in fact that is what you'll want to do and many people who are free to play or moderate pay only have on string squad. That said, I generally don't buy ore for gear and you get a lot of power there so it is possible over time for f2p to develop more than one powerful squad. Obtaining heros will be the challenge.

Even attacker / defender count 40 minutes
One more attackers than defenders 30 minutes
Two more attackers than defender 20 minutes
