Based on what we've seen on egghead luffy either fights in base or went straight to gear 5 and there were probably other factors in play considering it was rob lucci and what rob lucci did to the robot girl. It makes sense that luffy goes straight to his strongest form to finish a fight which is completely different to somone like goku who even when its serious will still choose to cycle through all his forms.

Based on what we've seen on egghead luffy either fights in base or went straight to gear 5 and there were probably other factors in play considering it was rob lucci and what rob lucci did to the robot girl. It makes sense that luffy goes straight to his strongest form to finish a fight which is completely different to somone like goku who even when its serious will still choose to cycle through all his forms.
