Eminent domain: is the power to take private property for public use.The most common uses of property taken by eminent domain have been for roads, government buildings, and public utilities. Many railroads were given the right of eminent domain to obtain land or easements in order to build and connect rail networks. So assuming she's telling the truth, and not just crazy, her husband might have owned the land on which the bridge was built on. So she might have ment eminent domain for transit. Meaning she actually had no ownership anymore, if she ever did.
There have been a couple sparse rulings to protect transient people while within public property not being used for anything else... I belive the term "emminent domain of the transient" was coined in reference to the behaviors associated with homeless encampments. It certainly was not a classification of lands.
Its a thing on public/ city property where the homeless can camp as long as they're not committing crimes actively. But SHE is the one violating their rights. Its the decriminalization of being homeless because in the past just having the misfortune of needing to sleep outside was illegal.
