The USA did not do anything about the Panama Canal since 2000. Carter gave the Canal to Panama although the US had built it with American tax dollars and occupied the Canal Zone with troops to secure it. The transfer took place in 1999. The US departed from the Canal Zone turning it over to Panama to manage. Panama subsequently made a deal with China to manage it. During the last dry season, the Canal reduced the daily number of ships by about a third, but has since gone back to full operations now that the wet season has restored Lake Gatún. The lake supplies the water for the locks. At full capacity the Canal does not meet the demand forcing some ships to go around South America. More needs to be done.
