Even though the chaos insurgency is a villain the SCP Universe, If you really think about it they're more like the good guys because they free the class-D personnel who are being killed, tortured and tested on alive. And the foundation on the other hand seems like a hero yet they're the ones doing unspeakable things to poor people.
