Is this at Beamish Museum in Co. Durham?
Why?
bingola45 yes beamish cog railway is based in beamish museum in County Durham and was set up but a group of volunteers in 1991.
How is the rack railway constructed?
Knight Bracher the rack railway is constructed using steel bar acting as the two rails and tiebars are bolted to the rails. The tiebars keep the gauge correct (7 1/4 inches) and also have the wooden sleepers screwed to them to hold the track in place. The actual rack pieces are cast in aluminium and machined to lock together like a Jigsaw. They are aluminium to avoid damage to the engines as it's a softer material.

how does koppel connect to the rack without breaking the cog wheel. does the rack have a spring?
