Why should the sequence not be 4213? The 2nd point mentions "inequality of the kind" which is about the rich people which has been introduced in point 4. Therefore I think it should be 4213! Great video and great series though!
I feel that 2 must be the opening sentence because a problem is shared first and then the 2 groups have been introduced, so as you mentioned 4 cannot be an opening sentence as the main problem wouldn't be discussed first.(This is what I feel)
