Today we'll be controlling the ENTIRE Holy Roman Empire as the single city state of Ulm! Was this fun? No. But 1000 dev Ulm makes it worth it

Imagine a decentralised Germany controlled by the Ulm metropolitan area. The powerless vassals have a certain amount of their population culled every year to be brought to the capital or work in the massive slave army. The countryside is desolate, with no towns or cities as they have already been dismantled and sent to feed Ulm, instead only population growth villages (the non citizen population in Ulm is unsustainable as the rate of death is so high), and large, highly steam automated, farms remain to feed the city. Ulm itself stretches far larger than you traverse in a single day, even with the steam trains built by the best engineers in the world. It is a oligarchic republic, with only citizens of Ulm, living in pristine streets, being able to vote. Those from the countryside, who outweigh the citizens by more than 10 to 1, live underneath them in practical slavery, toiling away in massive steam factories and living short and unhappy lives. The other great countries of the world look at this with distaste, but are powerless to stop it lest the Ulmer public welfare council decides they are a threat to the free city.

The Ulm-Danube Megaplex, a Moloch of a city, so vast and overcrowded, the pristine waters of the Danube turn to a brown sludge as they pass. The pollution of this City to dwarf all others is so monumental, even with the greatest feats of waste water management and engineering it poisons the river to the point that no fish live in it past Ulm. Vast parts of the Bavarian, Austrian, Hungarian and Romanian countryside have been devastated by it as fishing industries died with the wildlife, clean water became scarce, fields turned fallow and communities died to thirst, sickness and poison. And only one place would call for the refugees from Vienna, Budapest and so on. The ever-hungering madness of Ulm. The Bonfire of Humanity.

You could annex almost unloyal vassals, then release a nation whitin is borders before a tick, and feed it all the lands of your old vassal for a 0% liberty desire new subject nation
Little tip for the next run. Diplo annex your vassals, steal the dev from provinces, release them again and steal dev again

As much as I may love playing tall, letting an OPM get this strong is ridiculous.

What's the ccr on a 1k dev province? And, if rebels were to spawn, how large would the stack be?
5000 admin points. *Just for a territorial core.* It's all but impossible to core, outside of a rare confluence of coring cost reductions (up to 90% theoretically possible) and administrative efficiency (I'm pretty sure this also has a cap, though I'm not sure it's possible to hit it anymore.) You'd have to get to at least an 80% total reduction to core it, even with a full mana pool. (I'm just going to ignore the possibility of having a bigger bank by being behind in institutions.)
Until you find the points, enjoy the 800% overextension! That's 40 national unrest I don't even. Even if you find the points, enjoy being absurdly over your governing capacity! This is at least fixable merely by building a courthouse, if you don't mind leaving it a territory until the end of the game. If you can build a town hall, it might be really worthwhile to state it despite the costs (including a full 7 ducats state maintenance.)
I don't know all the factors for rebel stack size, but it will be at least 105 regiments. eu4.paradoxwikis.com/Rebellion#Rebel_spawn_strength
Oh, yeah! You'll also get a base value of 600 AE for taking it in a peace deal. (It's in the HRE, so expect extra multipliers!) I don't want to think about the diplo point cost; taking provinces is free in many common CBs anyway.

You’ve heard of a one province minor. How about one province MAJOR??
an easy fix would be adjusting the dev gained according to the provinces dev cost since ultimately that’s the reason this is breaking- because it bypasses the bottleneck of increased cost. if they wanted to not have the feature become useless the excess dev that would be lost by scailing could be distributed to surrounding provinces (also scaled by their cost) and that would create a historical-style primitive accumulation around the capital. perhaps even events for other provinces that where either historically relevant or meet conditions similar like first few universities of a country or significant trade good production or a literal trade city- similar to the existing urbanisation events but more advanced to help balance out the growth of a capital to the scale that it could still get with adjustments to the system!

Did a simmilar game recently as hamburg, though the goal was to remain a free City all-game long instead and I got up to only about 820 Dev before the 1780 save-file corruption.
I kinda wanna redo that campaign, maybe as a different free city, so maybe this'll help me optimise it.
