Technically Prof. Walsh was Dr. Frankenstein, they both build themselves a monster. That's why it's called "Frankenstein's Monster". Originally she was supposed to be the big bad of the season, but the actress had other commitments, so it was just Adam in the end. Probably part of the reason season 4 was the weakest of them all, but it still had it's moments (Hush, Tara, a few epic returns and a unique finale). It will always be an iconic show. I watched it when it originally aired (was the same age as Buffy) and keep rewatching it with newbies on RUclips now. Once you are done with season 4, it gets better and better! You are up for a ride, believe me! Enjoy!
They had planned on Professor Walsh to have a bigger part in season 4, but Lindsay Crouse had another project that she needed to be free for so they wrote her out.

The military would want to use the demons as weapons, otherwise they'd just exterminate them. So my guess is they'd drop the creature into enemy territory and have a way to turn the chip off for a time.
I thought the chip was used to test control scenarios. After installing a chip, experiment on creature, note results and destroy creature - then repeat. This means it would be essential to escape before that could happen. Getting recaptured is not going to be healthy.

The monster killed Dr. Frankenstien, I mean the creature Walsh built, and named Adam, killed Walsh. Whether Walsh is actually dead or not, that's what I took away from my first viewing of the episode. Best part of the episode, though, at least for me, will asways be Buffy on the monitors telling Walsh off for trying to kill her just after Walsh lied to Riley, thus outing herself to Riley.

The I In Team shows us Prof Walsh's real intent revealed. We also see Willow suspecting that not all is well with The Initiative. Spike of course is gradually beginning to rely on The Scoobies, and they can use him as an ally too, but at this point do we trust him. At the end Adam of course stabs Walsh clean through with his arm spear and says 'mummy', we are not too upset by this after she set up Buffy to die, and spied on Buffy and Riley having sex. Obviously Adam is a homage to the Frankenstein type monster the secret of 314. We see the Willow/Tara relationship start to build, and also the Anya/Xander one too which is comedy gold, revealing all their intimate secrets.
Not only does Buffy give that speech to Prof. Walsh, but she destroys $20k of technology, which is the cherry on top for me.
