Op needs to tell that sister that if she we'll have to live with the fact that there are sometimes you won't be able to get your way on certain things. Even if it is a handicap accessory there's no way you can install a ramp at every single house or place that this kid's going to go to in his life. His friends may not have the money to be able to afford a ramp to have them over they're just going to have to learn to lift him out of the chair and bring him in that way once in a while.

Several years ago, I took the Hunter safety course. During our field test, the instructor told me there were some obstacles that I may not be able to get through. He looked a little embarrassed as he said, “Realistically, I’m afraid you may have to come to grips with the fact that there are just going to be some places you won’t be able to go.” I smiled and said, “I came to that reality years ago. I know I can’t go too far into the woods. But my husband already has a place set up for me so I don’t have to walk to far. There’s a lot I can’t do this life anymore, but I want to do everything I can.” Fortunately, the course wasn’t nearly as prohibitive as was thought and I made through without accommodation. Hopefully, this young man will also recognize his limitations without limiting himself.
Last story, you know, they make these nifty little things, they come in all shapes and sizes, most are permanent but they do have some that are Portable. They even make them that can attach to certain things with wheels like Gurneys, they are called Lifts! I'm pretty sure that having a lift that attaches to his chair would not only make their son happy but would solve most future problems he will encounter especially going somewhere that has never and can never have a ramp installed. But if they don't want to fork out for something fancy they also make special braces and straps to help lift people and move them. I'm pretty sure that you can find pool lifts both new and used for quite cheap and it wouldn't take much to convince OP to install it on a way that doesn't make it a permanent fixture by having it attach to a plate that locks into another.
Float team story: So the restaurant Steve "managed" must have been really messed up as well for scheduling employees, even without COVID raising it's ugly head. Glad OP put him in his place. Bowling story: I know you couldn't do this, but didn't you just want to ask him about swearing to never come back? Ramp story: A lack of a ramp should not stop OP from hosting, it just means that the nephew and his wheelchair would need to be carried in and out of the house. But I can see where this would be a pain, especially as the boy got older. But I'm also a bit surprised that OP and his wife overlooked this, or did they?
It's probably best for everyone if the posters put in a new back door on the back of the house, with a ramp to the new door. That way, no one is the a-hole, and it's certainly safer to have a house with egress on the back for fire and emergency situations. Be creative!

The access story for a disabled nephew: 1) they can carry him in and manhandle the wheelchair up some steps (with a few guys and putting boards on the stairs so it’s just a steep ramp a powered chair would have little issue getting up or down). 2) in the garage, I would have the brother in construction put together a ramp that can be broken down or folded so whatever section interfering with parking can be stored out of the way. No need for other options, choosing beggars that didn’t buy the house specifically for the beautiful garden for the lady of the house have nothing to say about where the ramp goes in. If they keep whining, just say, “I’ll be happy to give you access if you want to tunnel in and build an elevator but the permitting and engineering would be a pretty penny”…
A simple lever lift could be build with wood, a pair of gears and a back wheel from an old bike and cables. Want to get fancy? Put an electric motor on it. Want to move it? Put a pair of wheels on the back so you can tilt it on to them.
If OP's Sister is THAT desperate for OP to have a Wheelchair Compatible home, OP should suggest she pays to have a Wheelchair Lift installed...they take up MUCH less space than a Ramp does...
The last story about the ramp is RIDICULOUS... meaning - mostly - that the home owner is being ridiculous. One does NOT need to make a long ramp that takes up a lot of space (driveway or garden). One can make the ramp short and steep. This will mean the wheel chair will need to be pushed with a little effort. But so what - at least the house is accessible. My stepmother was that way because of my handicap brother Everyone’s house was always wrong and she wouldn’t live there because it wasn’t handicap accessible. They were stupid, etc. she was a narcissist. SHE caused him to be in a wheelchair, Her actions, not a birth defect or anything of the sort. Yet she thinks everyone should accommodate her mistakes. And yes accommodate HER not my brother.

Story 1 - Never.Screw.Over.Clinical.Float.Staff Management is responsible for staffing appropriately. Legally. It's rare to find people that will work PRN (on demand), and rarer to find people that will cover for managements screw up and end their PTO early. Steve is literally the learning experience many people go through as to why they do not do this.
Last story: the nephew is not "unwelcome", he just needs extra steps (bad pun) to enter the house. He and his wheelchair can be lifted up the stairs. So he can't roam around freely, but it's not impossible for him to come... Too much drama over nothing! Always remember: we don't have to accomodate the 0.01%! We can, but be don't have to. And sometimes the 0.01% simply have to learn, that they can't do what everyone else can. Because -tough luck - the 99.99% of us had to learn, that we can't do what ANOTHER 0.01% can do. Another option might be a lift - an old fashion bosun's chair with a fold away structure could work, in front or back... The ramp over the tiered garden isn't viable anyway.
Last story they make an elevator for that my uncle was in a wheelchair and lived in a river front house on 18ft stilts they had a lil elevator built next to the porch came in handy bringing in groceries too
About the wheelchair ramp: where there is a will there is a way. The kids/nephews are more important than the flower beds. Re-do the garden and incorporate the ramp as a feature.

But, if I had a nephew with a disability, I wouldn't buy a house that couldn't accommodate a ramp. There will be many places throughout life that can't be made to accommodate wheelchairs, there would never be a case where I wouldn't prioritize accessibility. She has different priorities and she is being - correctly - called out by family for that set of priorities. She is, of course, welcome to have those priorities, but that doesn't make her not suck as an aunt / sister.

Make a mobile ramp, for the side door, so it can be put in place when needed and removed the rest of the time.

For the last story, it would not have to be a ramp. The kids dad could build a chair lift using either a motor or a crank to lift it.

The wheelchair can be carried by 2 people up the stairs with nephew in it. It's a little inconvenient, but doable.

Once you accepted the position it was your responsibility to get there on time regardless of you gave up your weekend or vacation time just to feel the ship but once you took it it was your responsibility to be there on time and you deserve you are such a coward you didn't want to write up in your file when you deserved it for not showing on time you could have got up an hour earlier so you over 30 minutes before you started to make sure you are on time with no you couldn't do something simple as that you wanted to be Petty and quit😢
