You will unlock them after the Majin Buu saga, and PQ 51 from the vanilla game storyline.

In the latest Future Saga Chapter 1 DLC pack both Gohan, and Videl got some really good powerup with new skills, and super souls. Videl can also wear santa, and bikini outfits, if you buy her a present from TP medal shop (but they can be really expensive).

All Videl Skills are very good close range, and Justice Combination ultimate skill is especially good as a finisher (you can start with Justice Rush super skill, and the finish it with Justice Combination ultimate skill). Best way to increase Gohan (Adult)'s and Videl's friendship meter is to wear Great Saiyaman outfit from vanilla game (there should be also some comments from them if you wear Gohan, or Videl outfits from vanilla game), and using theirs skills, or taking them on PQ/Infinite History Saga (this also works in boosting the damage on DUAL Ultimate: DUAL Justice Combination/DUAL Super Kamehameha Gohan).
Ps. In recent patch Justice Combination ultimate skill got a nerf were you are no longer invincible when landing the first hit, but still this is really good close range ultimate skill.

Gohan is there, but it's more of a Videl mentor training, since all the skills you learn are from her. I'm so glad we got another Videl in this game with DLC 17, they did a great job with her DBS version.

Videl skills that you can learn from are really good (especially on Female Majin CAC), and I wonder if they will give us Videl (DBS) as a extra partner.
