The reason is obvious, the French teams are pretty much just that "French" top down almost 100% French staff right through the team, French everything especially mentality and approach, throw in the pressure on French teams to perform, and that's why the never will! Movistar pretty much the same, it is Spanish to the core, and for many years basically ran by Varvede, remember the disaster of having Valverede, Landa and Quintana as GC riders in the tour, it was a complete managerial joke! These teams are run on national pride and passion and clear managerial discussions dont exist! UAE, Ineos, jumbo are multi national right through all departments, no culture mentality f... things up all the time! As for Boring Bora, well they are German right from the top right down to the toilet cleaner, and the Germans biggest problem is ( I lived there for a year) they spend more time concentrating on being German, than they do on actually just living and going with the flow ( more time planning and thinking) than actually doing, they dont understand the phrase "shit happens" and all the above is why Pidcock wont go there, and why Roglic will win nothing there😪😪
Phillipsen going to away from Alpecin actually make lots of sense, it's not only for the money, but also because MVDO and him have the same goal. He wants to win MSR and Roubaix, and that's MDVP goals also. Roglic and Vingegard part way, and it makes sens for Jasper too. But I don't think it's a good idea to bo to Bora, I think Wout is going there at a point (RedBull sponsor).But, Visma if Wout is leaving seems very good: leader on the monuments and one GT per year + lots of money
He can do well in the flatter and cobbled classics but he won’t be in the TDF and other sprint stages. I see alpecin as the old quickstep as one leaves that train, the results won’t be there and Philipsen won’t be the same when he gets out
I agree there is a bit of overlap with MvdP's goals, BUT that was part of the QuickStep success formula - having multiple threats. And Jasper NEVER would have won as much WITHOUT MvdP either giving him a free ride behind or a most powerful (if not skilled) lead-out in the grand tour, etc. Jasper needs support like the old QuickStep.
Jasper on Visma is almost akin to the sprinters like Viviani who "cycled" thru Ineos with VERY little success. Granted, Visma is stronger than old Ineos in the classics, but if Wout departs...not so much.

Play the same role for Pogacar in the classics that he currently plays for MVDP I guess. Gives Pogacar the freedom to make long range moves while he sits in G2 to save the day in the sprint if the solo move fails. Also seems like a personal mate of Pogi so probably a good fit.

Ineos hasn't invested for some time massively in their squad. With Ineos focus seemingly going to Manchester United. Sky/Ineos has been a GC grand tour focused team. So unless they stop that focus and start letting go of GC men to focus on one day races + green jersey in grand tours. It doesn't make much sense. He isn't going to get a full sprint train at the Tour. Yes for Roubaix he will have a strong team and he could be provider with a strong lead-out: Tarling, Ganna etcetera. For one monument heavily improving your odds, while being worst off in grand tours. Also it hasn't been in-line with last years signings to now go for Philipsen at Ineos
