There never was caste discrimination until the start of 1871 British Criminal Tribes bill who eventually became SC. Which society accepts criminals so they faced discrimination.
ST used to live in Forest with their own rules, culture, etc which ended with the British Forest Act 1865. Due to their different food habits sometimes considered strange and different behaviour which was also considered strange thus they faced discrimination.
Manusmriti is half. There is Diwij Sanskar in it too. Diwij means Twice birth. One is Jaati/Varn(fluid caste) in which he was born and second time he gets assigned to a new Varn/Jaati by the Guru's when he graduate from Gurukuls thus twice born.
Bhaarat had 95%-98% literacy till the British education act 1835. (Source:- Gandhi follower Dharmpal's book "a beautiful tree") when British left literacy was just 12%.
1835 British Education Act ended Gurukuls. Gurukul used to give free education to all as well as hostel facilities. You can also read British Madras Presidency governor Thomas Munro's report. He surveyed Bhaarat's 6 lakh Gurukuls found 66% shudra(SC/dalit) varn studying free there. We had 2 lakhs women Gurukuls!

The government should check before issuing caste certificates that their names are not in any church or Islamic records.
Conversion to Hinduism is not a process. One could simply change their name to a Hindu name, change it on gazette 🗞️ and withdraw their names from the Church registry or Mosque registry. That‘s it.
