Girl to girl your cheeks are always so red and inflamed. Mine use to look like that too and I used a lot of the same skincare products as you. I took glow recipe out of my regime and my skin is flawless now. It’s a trending product but the ingredients are actually very irritating to sensitive skin. I noticed a complete 180 change in about a week but immediate results started within 2 days. Maybe try taking the toner out of your routine for a bit and see if it helps calm your skin. Doing a skin break will help prevent long term damage
