Dang...an underwater vault would have been AWESOME. Especially if the vault wasn't sterile and actually USED it's underwater location. Like having the ability to watxh the sea life, experiment with making underwater sea life and releasing it into the environment (this explaining the sea monster), using the water to power everything, etc.
Done that quest and I must say I felt sorry for the Chinese Admiral... it was one of those quests which made me feel how things can turn sad but someway encouragingly heartwarming after a war between two countries. I would have definitely faced the sea monster with the Admiral, two former enemies turned friends facing a common unexpected enemy. Bethesda should have kept the quest available, definitely one i would play today.
Like with Skyrim cut content it's my firm belief that true remasters add in unfinished/cut for time content and not just offer incremental texture upgrades Like how the latest Skyrim added fishing
I'm going to use this in my Fallout the ttrpg campaign. Basically the reason the sea monster isn't in F4 is because he was killed a few years prior in the ttrpg.
I wonder if Admiral Zao is supposed to be a reference to Admiral Zhao from Avatar the Last Airbender. The name is the same, and Zao looks like he's undead. Zhao died in the Siege of the Northern Water tribe and was pulled beneath the waves by the Ocean Spirit. Maybe he was cursed with undeath for slaying the Moon.

I do wish we would have gotten the obviously cut sea content as a DLC or something, so much of the map is just useless space given there is NOTHING in the water.
