The rule is that Gold and Silver like intrensic value products must not be the main currency. Instead everybody must use paper currency which can be backed by anything. If you show a nation which doesn't uses paper or even crypto (as a virtual currency, it can fall within Breton Woods Treaty) in our world, then i agree as no hidden agenda
