I actually think it's more about the choice between the love of the person that needs you, vs the love of the person that is good to you.
I think that Jan Di chooses Jun Pyo, because he is more insistent, will never give up, and would clearly go completely off the deep end without her... He does love her and is desperate to have her... But he's not really good, or even always good to her. He's on the path and will only get there with her there... but he is not there yet. He is there for her because he needs her. He needs her, He is insistent, and he will never give up.
Ji Hoo, on the other hand does not really need her... He is mooning for another girl. But he is a good guy. He's good no matter what. And he is there for her, because that is who he is. He is there for Jun Pyo, even when he knows he will not get appreciated in return. He is there for Jan Di, even when it costs him her love. Just look at the last scene. He is good to the core... but does he really need her... not like Jun Pyo does, that's for sure.
So do you choose the good person or the one who needs you? Me? In abstract you choose the good person, who will be good to you and be there for you no matter what. Easy decision... except that leaving the person who so clearly needs you is a nearly impossible thing to do. Especially when you know that they will go off the deep end without you.
But that's me. I'm biased, for sure.

This is not exactly Liszt but Fernando Sor (1778-1839), AFAIK...
Check this, among others. Obviously, time precedence goes to Sor, not to Liszt, who indeed wrote a version on that theme too. ruclips.net/video/0GtNSfkNI1A/видео.html
I wonder what's on Lizt's mind while composing this. Sometimes the melody we're hearing is not what it means as we thought.
