Định Trần mostly strom aghs is a luxury and a situational item for him if you can get the game in the late game and storm has many core items, but i get your point and every hero in dota has counters and storm has weakness like CC and Mana burn for example, but if you put that in a other MOBA games it's OP but in dota it's just a good effect but situational and you can compare that aghs to night stalker aghs, alchemist aghs but a little bit because those aghs are godlike. But i get you're point.
Yes it's a situational item but if your team's dominating, storm can get other items as usual, if the storm got shutdown so hard early game, he can still afford a scepter and become a powerful initiator. That's not very balance.

Here's the EXPLANATION for those who don't understand why it's GG.
It is becoz all the dead EG has buyback... The others needs more than 100 secs to respawn.. EG will reach before they respawn. Only BB & Nyx will not be able to handle 5 EG players. So, it's GG..
it's not like pub where one would wait for more kills, delaying to get your stats, or going for roshan...It's about winning. Let's say- even if they have a chance for Roshan, they will rather choose to push and win than delaying it.
And those saying Sumail vortex only and nothing much, died easily... No excuse for these type, you have no idea of team play, you are NOOBS ..😂😁😂

sumail had nice vortexes but nothing from the other world, they just had a hard carry jugger in the late game, and better escalating heroes for a late, thats why they won
yeah SS had 2 really good plays but thats it. Radiant had a legit carry compared to Dire
the thing you need to take into consideration is how ember clearly outmatches storm as a hero. as did most of NP's lineup.
storm killing a bb is impossible especially late game
nyx has a reliable stun that'll stun sumail the second he jumps on him (spike carapace)
ember has the searing chains and his e which cancels magic damage nukes
kotl has mana leak to keep him in place
and clock has both battery assault, coggs, and his ult which are insane lockdowns.
given all of this, he still managed to get them the right fights and mostly only died because he got rooted for ages
GG is called, while BB is having triple kills
