I love this song, but i think you're a bit off when you say "affair" in the sense that it's a love affair. It's a play on words. What Carrie means is that it's a Choctaw County "Affair", meaning a situation. It's a local situation that outsiders wouldn't understand. The character in the song Cassie O'Grady was blackmailing Carrie's character and her boyfriend Bobby. So, Cassie going missing was a Choctaw County Affair. Great song. Carrie Underwood is a goddess!
