Takuma should be on Akuma level of strength. He was supposed to be hiding his true power but they turned the AoF characters into weaker version of their own timeline. In AoF Ryo and Robert we the king of fighters before Geese and the fatal fury storyline which was in the 70s-80s. Too bad AoF didn’t take off like it should have.
The only explanation I found was in KOF Wiki: high-level Kyokugenryu masters are able to mask their ki and render it invisible to lesser opponents. Kinda like Team Dr. Ichigaki in Yu Yu Hakusho.
It was to play into the storyline for 2003… he was deafeted by Ash, (that’s when ash was stealing powers or whatever it was when he was introduced) after the loss he says something along the lines that he can’t defeat age. Then Ryo takes on the Mr karate mantel.
