That's not Bert though. The toolbox's color in that episode is a bright red as opposed to Bert's generally greyish appearance in every episode. What's funny about this specific episode though is that Luke explicitly says "Why would I need two toolboxes?" when the toolbox he has with him is clearly different from the one that he normally carries (and which had been thoroughly established at that point). This might have been an intentional joke by the creators, but honestly I think it's just a continuity error at the worst possible moment.
