What are the two tanks? One is fuel, what is the other?
I was confused about this too but I figured it out.
That is a water tank for evaporation cooling.
Basically an open air radiator that cools the engine by letting the water evaporate.
Much cheaper to build than an engine with a sealed unit radiator and you don't need a water pump or fan. It will circulate the water by itself because the hot water will rise at one end of the tank and the cool water will sink to the bottom at the other end to cool the piston cylinder.
