How in gods name do you just turn the heating on with this boiler? Just bought a house and cannot see a simple on and off switch?? Why do they make these so difficult?

my sons boiler is showing a 014 code and a D12 code what do they mean pls. TIA. edit he also has no hot water and no central heating. been trying to get them to come out he's a vaunable adult. he's had no hot water etc since he moved in a year ago.
