He stopped the clock and took advantage of a little known rule that says that when playing with no increment OTB, if the losing side is playing with the sole intention of flagging, a draw can be claimed. Magnus thought it was "BS" and Anish tweeted laughing emojis.

If there have to be rules like this where players don't get punished for poor time management, just add an increment LOL. Magnus used more time than Anish therefore he should be given the chance to try and punish him for that.
