Parents probably to the kids to take the reins knowing the guard would not shout at them. Adult woman takes the Guard's boot 10:11. When people touch the reins (or encourage their kids to) they need to be fined a hefty fine, when they touch the Guards boots, they need to be forced to polish the boots to see how much work it takes.
