I'm pretty sure that the power source gives a potential difference which entices the electrons to flow in a fixed direction depending on how the terminals of the power source are placed. The electrons are continuously moving (especially in conductors and superconductors) but they don't have any specific direction and hence cannot conduct electricity, without the power source of course. Am I right Mr.P?
He's handling the alligator clips by the plastic covers, rather than the metal connectors. Even if he did touch the leads directly, the 1.5V source of the battery isn't enough to shock through a human body.

It's because there are trillions of electrons, in a path that is already filled with them. Consider this experiment with your water system for an analogy. Or simply consider it as a thought experiment, if not practical to try. First try turning on the faucet, and notice water instantly pours out. Now go to the main shutoff valve for your whole house, turn it off, and purge the existing water from your house's plumbing through the purge valve. After you purge the water, have a partner wait by the main shutoff valve, while you return to the kitchen sink. Turn on the faucet, and of course nothing comes out. Now call your partner on the phone, to tell them to turn on the main shutoff valve. You will notice that it takes time for the water to fill the pipelines, and get to the kitchen sink, when the water has to start at the main shutoff valve and the pipes aren't pre-filled. The former ALWAYS happens with electricity, and the latter never happens with electricity. This is because the conductors are already filled with electrons ready to conduct. Unlike the water supply, where you can purge the system and empty the pipes, you cannot empty a conductor of its pre-filled electrons. This is why, despite the low drift speeds, that electricity quickly supplies power to the loads..
