Oops, sorry for late reply. I couldn't check my youtube. For your question, yes. We can't use 을래요 to older ppl(mostly) and 을까요 is a bit more formal. If you want to suggest sth to other ppl(use 2nd person) in very formal tone, you can use (으)시겠어요?/습니까 유진 씨가 발표 할래요? 유진 씨가 발표하시겠어요? 발표하시겠습니까?
