The condition of the fan is still good, just a little dusty The corrosion I mean is the effect of oxidation on the copper which makes the connector contacts blocked. you can use alcohol to soften the hardened thermal paste and wipe it with a clean cloth. Don't use hard objects just to remove the thermal paste. you can either damage the surface of the microprocessor or the graphics processor.
It use thermal paste/ thermal grease on the smaller chip under the copper heatshink, ah yeah also i see there is any thermal pad under the chopper heatshink
