Spoilerly version: The soul society needed his help in this war, so thanks to Shunsui he's being temporarily let out of the prison under the condition he stays strapped to that chair, and while it restricts his movements and keeps his power close to him that doesn't stop him from being able to use his abilities like hado 90 or his hypnosis, in fact his power is now stronger then ever and the only thing still keeping it somewhat in check is mayuris equipment, one of my favorite scenes was when an arrogant guard tried to tie him down more and lost all his fingers from trying to touch aizen lol. After aizen does his part saving a bunch of the soul reapers and attempting to shoot down they royal palace with purely his spiritual pressure(got stopped by mayuris equipment) they leave him behind as they all enter the royal palace he always wanted to enter while he has to stay down in soul society waiting in his chair
