J. Jonah Jameson is not actually a vilian, he does not commit crimes, and is not out to take over the world. He is a newspaper publisher who thinks Spidey is a villian. He is wrong, and to be sure he is a pain in Spidey's web shooters but he is not a vilan. Galactus is also not a villain, I don't know how many times, someone like Watcher says, " Galactus is not a villain, he is above good and evil, he is a force of the Universe. Likewise Collector and Grand Master are also not actually villains, they don't crave power, or wealth, they simply act out of supreme devotion to a certain thing, collecting or games, like Galactus. Sandman and Emma Frost, have played on both sides of the law, as has Magneto. Also Surtur and Mephisto should be higher, Mephisto has limitless powers and is the personification of evil. If that don't rank him as #1 I don't know what does. Surtur is basically only a threat to Asgard. Dormamu is also a near limitlessly powered being of pure evil. Also why wasn't the Red Skull on the list?

As far as biggest threat and hardest to stop I'd have Maephisto, Dormammu, Apocalypse, Phoenix Force, Galactus, Onslaught, Thanos, Magus, Hela, Annihilius, Blackheart, Maestro, and the High Evolutionary at the top but I wouldn't argue with Ultron, Dr. Doom, Magneto, Stryfe, Carnage, Kang, Nimrod, Vulcan, and M.O.D.O.K....I wouldn't put Emma Frost, Jameson, or the Sentry as villians....plus I think these should have also made the list over several I was hoping to see because they're just badass...Mojo, The Shadow King, Ahab, Bastion, The Brood, Cyber, Emplate and Gideon...besides The Shadow King they're not the most well known but hands down they have the coolest villians IMO..oh yeah that was only 99
