The mayor joke is about Marion Barry, a Washington DC (where this was filmed) mayor who was convicted for crack cocaine, went to prison, and then was re-elected when he got out of prison, mostly out of spite.

This was around 25-30 years ago and in DC just passed the worst of the crack epidemic . The Mayor of DC had been imprisoned for crack cocaine the country was a different place. The rest of the special was better .. History is very interesting if you get passed the sanitized version for school ☮️
