I've seen tires that make different color smoke doing burn-outs, but there was so much smoke, I don't know if the actual tire's are colored, or just the smoke.
When I was a kid....a neighbor guy had an un-restored Opel bike in his garage. (Portland, Or.)....it did not have the red tires, but it was very similar to this bike, as it was (weathered) silver with a rather beat up red seat .

That almost looks like a fake pretend model of a bike, it looks like someone has sprayed all over it with a rattle can and blended all the details in, over restored bikes like this seem completely useless

The silver color is not plain paint, It's 100% zinc.
These were not painted with a different color.

those were aftermarket fuel gauges for honda gas tanks up to 1978.
