There's a reason...Rooney said No. Rooney's are one of the OG families. Where OG is actual OG. Those Families have choice. They convince other owners what is in their best interest. That's why NFL went from being a Sport, to Sports Entertainment, to now integrated with legalized Sports Betting.
The only way a Steelers Hard Knocks will happen is if the League Office told them theyre doing it. Otherwise the Steelers will say no every time.
A team cannot say no. It was league approved, and a team has to fit the criteria to be selected.

The Steelers could be on the In Season Hard Knocks just like the Dolphins were this past season. It had way different guidelines about who can qualify. The Steelers qualify to be on the in season version. It was way better than the normal hard knocks anyways. That’s what the Steelers should opt to be on.

The Steelers were ripe to be on Hard Knocks in 2020. No playoffs, Big Ben's return from IR, Teams/Owners can't refuse to be on HK if they fit the criteria. Rooney can and did say no in 2020. Most importantly, Tomlin and his coaching staff wouldn't get exposed like Cleveland's did in 2018.
