House is the best choice for mankind as a whole, he may be an autocrat but he only has the intent to rule over Vegas and nothing else, he lacks enough of the pitfalls of autocrats in a good karma house ending that hell likely succeed too, he’s functionally immortal so succession isn’t an issue, and even if a real accident were to befall him in the next 40 years or so the courier would be the de facto heir to Vegas and have access to his plans, he has no intention of conquest or expansion, he wants peace with the NCR and peace will any future neighbors of his will never not be in his best interest, and he’s fully capable of holding Vegas as opposed to the NCR and legion who both are likely to have the Mojave be their graveyard, he’s also the only faction where the kings are capable of surviving and thriving, where outer Vegas and free side maintain relative autonomy, and if the courier cleans up the families he really has no internal infighting after that, Swank is loyal, if you play the Onertas right Cachino is basically the couriers lapdog, and the white glove can be dealt with easy enough.

The slums of Freeside have a massive dollar over their head, as many are addicted to gambling, booze, or chems. Imagine the extra income house could be making if he were to control the wragnler of sorts. Moral? No. Logical for income? In his mind, it likely would be.
