Here in the UK we don't close beaches due to there not being any lifeguards, we have common sense and only enter if we have experience. The RNLI in the UK train lifeguards on behalf of the local authorities. As people have said, swimming is like one tenth of the duties of being a lifeguard. We have something called a DB S (Disclosure and Barring Service) where individuals are screened. The US under the Democrats has gone mad.

To qualify as a Lifeguard is a LOT of work and dedication - I did it in 1980 and worked until 1986 (with 2nd & 3rd jobs because pay is poor). I later served 10 years as a Naval Aviation Rescue Swimmer - our class started with 80 students and graduated 12. It is NOT easy

I live in Wisconsin and we also have a life guard shortage at some of our swimming pools. It’s a work ethic issue. Not everyone wants to work.

This isn't a job stocking grocery store shelves or cleaning restrooms. Being a lifeguard takes a very special person, both mentally and physically, especially in ocean waters. It's more than just sitting in a big chair, getting a tan and blowing a whistle. You will be called upon to save peoples lives. I knew a person who wanted to be a lifeguard the whole time they were growing up. They finally took training and became a lifeguard at a local pool. Unfortunately there was a circumstance where they could not save the person. They just could not mentally handle the sight of someone drowning in front of them and they completely lost it.
