Drugs in Dubai are extremely expensive, because the laws are so strict and they will literally jail you for years immediately for any amount of any drug.
Because of this, I think it was just chewing tobacco and the guy was lying when he called it hash; he was either trying to trick/ scam him by giving him some free and then trying to sell him more, or just fucking with him in front of his boys.
