Vaccinations, clean water, and better access to health care are part of point 1). It's not rocket science, it's just basic human population behaviour.
A little fun fact : I am from north-western France and name of the place I live litteraly means "the end of earth" ! Which I am definitly going to use if I ever start LARPing or going to ren fairs because "Zalhia from the End of Earth" sounds metal as hell. (Tho, technically it's what the French name mean, the regional name means "the beginning/head of the world")
