What can Europe learn from China’s mine-to-cleantech vertical integration strategy?

  • Here is the video clip of Peter Tom Jones’ intervention at Eurometaux’ event “Raw Materials 2030” (18 April 2024) (courtesy of Eurometaux recording - Chris Heron).
Jones: “Despite all talk about building up strategic autonomy in Europe, we currently have zero operational #lithium mines, zero operational lithium refineries and zero commercial-scale #lithiumionbattery #recycling plants. I refer to the sorry state of affairs where the environmental permit of BASF Harjavalta’s state-of-the-art precursor cathode active materials (pCAM) plant - the only one in Europe - was recently suspended by the Vaasa Administrative Court in Finland. Instead of producing made-in-Europe pCAM material (in this already constructed factor) for downstream CAM plants and battery #gigafactories, BASF is now forced to consider layoffs for an indefinite period, potentially impacting all employees at the Harjavalta site.” [Read more here: lnkd.in/epyARK54].
(...) Europe seems to keep shooting itself in the foot. I reiterate that we could learn a lot from the Chinese vertically-integrated, long-term, mine-to-cleantech strategy. For that we need a meta-strategy where the individual units in the supply chain are somehow integrated into a bigger picture. We need to create lead markets through #greenpublicprocurement based on local content and #sustainability requirements… Other options need to be explored as well."
An open invitation to all LinkedIn contacts to brainstorm on how this can come to fruition…

Eurometaux (European Metals Association) 6-part recipe for European resilience:
    1. Opening new capacity ⛏: 10 new (metal) mines, 15 processing plants and 15 recycling plants by 2030
    2. Restoring our strong industrial basis ⚙
    3. Maximising recycling ♻
    4. Securing global supply 🌍
    5. Providing access to abundant, decarbonised electricity ⚡
    6. Training and attracting skilled workers to bridge the skills gap 👷‍♂️👷‍♀️
