There is no rules that mention an age limit when applying for studies in Canada. Although the visa process is supposed to be tougher if you are older and have a study gap. In your application you will have to show home ties, adequate funding and justify your study gap to have a chance to get a study permit.

You have to submit it as a supporting document with your visa application. You can include it as an attachment
