That included Irish, Americans, Dutch, French and Germans. The biggest number were Russians. At the time, Russia thought that it was going to have a war with Britain. But, the foreign troops didn't have their own units, and the Boers were mistrustful of them. As it was also the turn of the century, a whole lot of new weaponry was coming out, which the people wanted to test in combat.
