"Who you?" is a filipino slang/expression. To explain the context briefly, when people are trying to reach their dreams, some people tend to doubt and even tell you you can't do it and some might even laugh at you about it but then when you succeed they are the first ones to suck up to you and even congratulate you but now you say "Who you?" or "Who are you again?". In that sense, it is a question used to remind them who they were (the bashers, doubters) and that they (SB19) still remember, and now the haters can only cry about it because the people who they were doubting has succeeded.

Yes they all speak English since most Filipinos know how to speak English and it is our 2nd language.
