The reason Reena had to die was for Rocky to go all out. When Reena died, Rocky stopped caring about KGF, lost his senses and attacked directly in the Parliament which caused the downfall of him and KGF. Reena dying was necessary else Rocky would have killed that minister in much smarter way and KGF would never end.
