2 times freeze is garbage compared to other evolutions though. Basically a fireball damage card (if it connects) and it will slow down another card for a short amount of time. Keep it 2 cycles and 3 freeze.

well im going to assume that all the new evos that we are getting that were shown are pretty low rarity because all the evos weve had so far were commons so the rarity probably wont be higher than a rare with the new evos

I would buff the evo ice spirt cycle 2 times,the radius 0.5 tiles bigger, but freezes only two times, the freeze time would be 2 second every time and slows down for 1 second.
supercell, make the evo ice spirit invincible, and get its ability to splash. Because its one time damage it won't be to op and the user still gets satifaction when he places it.
