Like any price control you calculate the line of profit and set a reasonable percentage based on average market prices. It's not complicates and done routinely with many things.

Yeah, you will keep costs down for a while but will bring fewer $$ to build new energy infrastructure. Thinking there's no market cost on fixing prices is stupid. Those cost might be worth it in some context tho, but saying like we cannot allow prices to increase because of greed? thats plain ignorance
